I have a Live Mail account set up but it won't send out emails. They stay in my outbox. How can i fix this?

I have a Live Mail account that I can't send out or reply to .  I have contacted Comcast already and they said this is a Microsoft problem.  How do I fix the outbox thing?  Thank you
