windows live mail 0x8DE20003 SERVER error 3204

been following the other posts.

win 8.01 64 bit
windows live mail Version 2012 (Build 16.4.3508.0205)
error message
Unable to send or receive messages

Server Error: 3204
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE20003

Have already :
run windows live mail trouble shooting.. issue found deltasynch settings may prevent sending/recieving mail....completed and fixed
exported emails and contacts
uninstalled windows mail ( wlarp.exe)
reinstalled windows mail

there are no emails in the outbox

still getting server error 3204 /0x8DE20003
