Windows Essentials 2012 / Windows Live Mail Downloading email very slowly

I have read some of the other posts regarding this; but have not been able to fix my issue yet - in fact it gets even more weird.

Note: I only have Windows Mail installed, not the other components.

Please read carefully, as I have already undertaken many steps.

About a week ago, WLM has started downloading messages from one of my two email accounts very slowly, even if they don't have any attachments and are just text.  Both email accounts are HOTMAIL account.

Following are the steps I have already taken to try and resolve this issue:

1 - Made sure my Windows was updated.  I am using Win 7 64 bit

2 - I unplugged and rebooted my modem

3 - Restarted my computer

4 - Tried the repair tool

5 - Checked Task Manager to make sure no legacy WLM processes were running

6 - Removed the offending email account and re-added it

     - After re-adding the account, WLM is not syncing.  You get the message Windows Live Mail is Synchronizing this account.  Please check back in a few minutes

     - The Send/Receive pop is also shown, and is stays on executing for many minutes

     - After 5-10 minutes, the box finally says: 

Unable to send or receive messages for the Hotmail (xxxxxxx) account.

Server Error: 0x80191002
Server: 'https://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x80191002

At this point, I decide to try and Uninstall Windows Essentials and reinstall to see if this fixes my problem.  

7 - Turn off Real Time protection from my antivirus, which is just MS Security Essentials (MSE).  Still can not sync and get the above Error Msg

8 - Uninstall via the Control Panel.  Download the Windows Essentials Installer, reinstall.  Same problem, can not sync BUT my email accounts are still listed, even after the uninstall.

9 - Do a little searching online.  Download Microsoft Fix It tool to clean out all registry entries related to Windows Live Mail

10 - Use the CMD line as Administrator to uninstall Windows Essentials.   "c:\program files (x86)\windows live\installer\wlarp.exe" /cleanup:all /q

11- Reinstall Windows Essentials 2012 - only the Mail component.  And again, my two email accounts are still listed.....(I dont understand this, why aren't they getting removed?).  Anyway, repeat step 6 above, WLM still can not sync with the email account and gives me that same error message.

I am at a loss what to do, done my virus scans, malware scans, and I am usually pretty good about keeping my machine clean, but they're not reporting anything.  I am going to try another email client to see if they have the same problem.

Please also note that I can receive email just fine from my iPhone or iPad.

Please help, I would rather stick to WLM.
