Windows Live ID Sign-in Assistant to be disabled

 I got following error message while I log in to my windows account and only my account.

I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but  Windows Live Mail cannot launch,

I use Windows 7 Home Premium version.

It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs.
